 Sen. John Kennedy (R-LA) questioned Homeland Security Secretary Alejandro Mayorkas over the electoral impact of mass illegal immigration during a Wednesday Senate budget hearing, arguing that the influx of illegal immigrants will skew the allocation of congressional districts and electoral votes.

Kennedy asked Mayorkas if he could confirm that “the number of illegal immigrants that you and the president allow into our country counts for congressional district reapportionment?” Mayorkas first responded by saying “I’m not sure I understand your question but I can surely share with you that I disagree with its phrasing.”

“Isn’t it true … that the number of illegal immigrants that you and President Biden have allowed into our country counts in allocating electoral votes?” Kennedy asserted.

“The notion, Senator, that we intend to allow illegal immigration is nothing short of preposterous,” Mayorkas answered.

“The more people you allow into our country illegally, the more people are counted for reapportionment. And the more people you allow into our country illegally the more people are counted for allocating electoral votes,” Kennedy said. “The only people I know in this country who are better off today than they were four years ago are illegal immigrants, and that’s as a result of your policy.”

Recent polling data from Rasmussen found that 57% of likely voters believe that Biden is intentionally allowing illegal immigrants to enter the United States in order to establish a permanent Democratic majority.

Elon Musk has vocally warned against the electoral implications of illegal immigration, writing in one tweet that Biden wants to “get as many illegals in the country as possible” and then “legalize them to create a permanent majority – a one-party state.”

 

Available data shows that Democrats enjoy a significant advantage among foreign-born voters, with one 2019 analysis in The Atlantic finding that Democrats won 90% of Congressional districts with a higher-than-average foreign-born population.

Even without amnesty, however, illegal immigrants are still counted in official census figures, which are used to apportion congressional districts and electoral college votes.

Over 10 million people have crossed the border since President Joe Biden took office. There have been over one million illegal immigrant encounters on the southern border in just the first six months of fiscal year 2024. There have also been an estimated 1.7 million illegal immigrant gotaways recorded since Biden took office in 2021. There were 415,000 total reported gotaways for 2018, 2019, and 2020 under the Trump administration.
